The bus system in Wakayama can be convenient, but for newcomers to Japan or Wakayama, it can be confusing. The instructions and bus routes are entirely in Japanese, and ticketing and payment methods often differ from other countries. This guide will attempt to teach you how to ride a bus, as well as provide some tips for navigating the bus routes that run throughout Wakayama City.

How to Ride

When getting on the bus, be sure to enter through the rear door. Do not forget to take an adjustment ticket called a seiri-ken (整理券) at the entrance steps. If you forget to take an adjustment ticket, you may have to pay the fare as if you had ridden from the start of the route. No adjustment tickets are issued at the start of a bus line.

To get off the bus, push one of the buttons next to the window to inform the driver before the bus reaches the bus stop. Look at the lighted fare table in the front of bus and find the fare that corresponds to the number on your adjustment ticket. Pay the appropriate fare at the machine located next to the driver and exit through the front door. The fare must be paid in exact change. If you need your money changed, please use the machine located in the front by the driver to break your bills into coins.

There are vending machines at JR Wakayama Station and Nankai Wakayama-shi Station which sell various types of commuter passes and one-day free ride passes. For people who use buses often or are traveling longer distances, these passes may save you money.

In general, buses with a green number are bound for the Nankai Wakayama-shi Station Bus Terminal and buses with blue numbers are bound for the JR Wakayama Station Terminal. Buses with orange numbers stop at both stations.

Parking You Bicycle at the Train Station

自転車・バイクの駐輪場と放置禁止地域（じてんしゃ・ばいくのちゅうりんじょうとほうちきんしちいき）

In Wakayama City, it is illegal to park bicycles, scooters and motorbikes in the vicinity of the train stations. Bikes left blocking the sidewalk hinder access by emergency vehicles and are dangerous obstacles for handicapped citizens. If you see the no-parking sign, parking in the immediate vicinity is illegal and your bike will be impounded. Please use the bicycle and motorbike parking lots, located near each station at:

These parking lots are open 5 AM to 11 PM, except the Keyaki Street Parking Lot, which remains open until 12 AM.

If your bicycle or motorbike is left in an illegal area, it will be impounded and kept at one of the following impound centers for 90 days. To redeem your impounded bicycle or motorbike, visit the appropriate impound center between 9 AM and 6 PM. You will have to pay the transportation and removal fee.

Getting a Driver's License

運転免許に関する情報（うんてんめんきょにかんするじょうほう）

Those wishing to drive in Japan first need to make sure that they have obtained the proper license. Unfortunately, the licensing standards differ greatly depending on your country of origin, as well as whether or not you have a license in your home country. The two most common ways foreign residents of Japan to legally drive are converting your license to a Japanese license, or by using an international driving permit.

International Driving Permit

An international driving permit is a great way for foreign residents to legally drive in Japan, but it is not a long term solution. The permit must be obtained in your home country, are only valid for one year, and cannot be directly changed into a Japanese driver's license. In addition, only countries that have signed the Geneva Convention are able to issue permits valid in Japan.

Foreign License Conversion

In order to convert your license into a Japanese driver's license, you muse meet the following requirements:

  1. You must have been a resident of the country that issued your license for at lease three months after obtaining your license.
  2. Your foreign license must be valid in the country of issue at the time of your application for a Japanese license.
  3. All applicants are required to take an aptitude test consisting of an eye test, and in some cases a written knowledge test, and a driving test. The following countries are exempted from the driving and knowledge tests:

Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Korea, Luxembourg, Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, and the UK.

When applying for your license, please remember to bring the following items:
  1. Your foreign driver's license
  2. A copy of both sides of your license
  3. An official translation of your drivers license from the JAF, which has a branch in Wakayama City at 640-3 Kozaika.
  4. Passport
  5. Your alien registration card, as well as a copy of both sides
  6. One photograph taken within six months, measuring 3cm by 2.4cm

Renting an Apartment

マンションの借り方（まんしょんのかりかた）

For those planning on living in Wakayama, renting an apartment is the most simple and economical way to find housing. While there are magazines and web pages that list available rooms, the most efficient way of renting an apartment is by consulting a real estate agency. Consultation and being shown the room are usually free of charge.

Even if you are confident in your Japanese language ability, it is advisable to bring a Japanese friend with you when searching for a room. They can help to smooth over potential misunderstandings, and make sure that you get a good deal.

Important things to consider when renting an apartment:

You will need a Japanese guarantor（保証人・hosho-nin）when renting an apartment. There are also paid services that will guarantee you if you cannot find a guarantor.

In addition, you may need to pay some or all of the following fees depending on the apartment:

  • Ernest Money (手付金・tetsuke-kin): This is a fee required to hold the room that you wish to rent, and is usually included in the initial deposit.
  • Deposit (敷金・shiki-kin): This is usually equivalent to one to three months rent. A portion of this is usually returned to the renter.
  • Agent Fee (手数料・tesuryo): This is a fee paid to the agent when the lease is signed, and is usually equivalent to your monthly rent.
  • Key Money (礼金・kenri-kin): This is a non-refundable fee, usually equivalent to one to three month's rent, which is paid to the landlord.

Please keep in mind that subletting apartments is illegal in Japan, and that it is customary to give at least two months notice before moving out.

Utilities

光熱水について（こうねつすいについて）

Water

Wakayama City tap water is drawn from the Kinokawa River and treated at purification centers within the city to be drinkable as is.

Payment of water bills can be done directly to the Waterworks Bureau, through a direct bank transfer, or to a bill collector who visits your home. When moving into or out of a residence, you should confirm your change in status with the Waterworks Bureau.

Gas

The Wakayama Branch of the Osaka Gas company provides gas service for most of the city. However, there are some places in the city which use propane gas, so you should confirm what type of gas your residence and appliances are outfitted for to avoid accidents.

Electricity

East Japan and West Japan use different electrical frequencies. In Wakayama and the rest of Kansai, the current is 60 hertz and 100 volts. Most current appliances are compatible with both frequencies, however using some older appliances, which do not match the current and voltage, may cause damage to the appliance and the circuit.

The Kansai Electric Power Company provides power to Wakayama City, and you should contact them when moving in or out of a residence. For inquiries related to electrical service, please contact them at (073) 422-8111.

Garbage

ゴミの処理と分別（ごみのしょりとぶんべつ）

Garbage in Wakayama City is divided into ordinary garbage, plastic containers, cans/glass, and PET/plastic/paper/cloth. When disposing of your garbage, please be sure to use the city designated (和歌山市指定）garbage bags or transparent supermarket bags. Garbage pick up days differ between districts, so please consult with your neighbors or landlord find out the proper pick up date.

When disposing of ordinary garbage, please be sure to cut large objects into sections less than 50 cm in size, drain water and excess liquid, and wrap all dangerous items in cardboard to protect the city workers.

International Affairs Division and KNOW

国際交流課とKNOW（こくさいこうりゅうかとKNOW）

The Wakayama City International Affairs Division is located on the fourth floor of Wakayama City Hall, and is in charge of promoting international exchange and cross-cultural understanding in Wakayama City. In addition, the division is in charge of local internationalization promotion activities, which include Japanese Classes (Introductory and Beginning Levels), consultation and support for foreign residents, and many other services. Please feel free to stop by or contact us with any questions.

The International Affairs Division also serves as the office for the Kokusai Volunteer Network of Wakayama (KNOW), a volunteer organization focused on promoting international exchange and support for foreigners living in, working in, or visiting Wakayama City. As of March 2006, KNOW had over 150 members, both Japanese and non-Japanese alike.

Know Your City (KYC)

Know Your City (KYC) is a monthly newsletter that is compiled from the City Bulletin and the Prefectural Bulletin and contains information about events in the city, changes in procedures, and other information that may be useful for non-Japanese residents of Wakayama.

International Exchange Events

Recycling Program

Used furniture, household goods, bicycles and other goods donated by KNOW members or other philanthropic citizens are available for foreign students and other foreign citizens who may have trouble purchasing their own goods. KNOW asks that you take care of the goods as you would your own and return them if you leave Wakayama.

Language Assistance

KNOW members can provide volunteer translation or interpretation assistance in various languages, or serve as Japanese language tutors if notified in advance. If you would like to use either of these services, please consult with the KNOW office about your language requests and time schedule.

Re-entry Permits

If you are in Japan on an extended visa (more than 90 days), and plan to return to Japan after leaving the country temporarily, you will need to obtain a re-entry permit. These can be obtained from the Wakayama Branch of the Osaka Regional Immigration Bureau.

When applying, you will be required to fill out forms regarding your visa status, passport information, travel plans, and other such information. A single re-entry permit costs 3,000 yen and a multiple entry permit costs 6,000 yen. Permits are valid until your current visa expires.

Telephones

In the modern world there are many different technologies available for making phone calls, both domestically and internationally. However, the system in Japan differs from many other countries. Various options are detailed below, but there are a few general rules that you must keep in mind.

In Japan, telephone fees are bourn by the initiator of the call. That means that if you receive a phone call, whether that be on a cellular phone or landline, that call is free of charge. However, for the call initiator, even landlines are charged on a per-minute rate. Finally, calls made to cellular phones from a landline cost more than calls made from a landline to a landline. This is because the initiator of the call must also bear the per-minute charges for the cellular phone.

Public Phones

Public Telephones can be found throughout the city and accept 10 yen coins, 100 yen coins or pre-paid telephone cards. International calls can only be made from phones labeled as "International." Keep in mind that calls are charged based on the length of the call; you may be disconnected if you do not keep an eye on the phone meter.

Cellular Phones

Cellular phones are ubiquitous throughout Japan, and are used by the young and elderly alike. If financially feasible, getting a cellular phone should be a high priority when living in Japan. Service is available most anywhere in the country, and most all modern phones have internet, e-mail, and camera functionality.

When purchasing a cellular phone, there are a few things that you will need to bring with you. In general you will need you alien registration card, passport, banking booklet, and your inkan or personal seal. However, in some situations a passport can be used in place of a registration card, a signature in place of an inkan, and you can pay your bill monthly in person if you wish. Still, bringing the three above-mentioned items with you can save you some difficulty at the store.

It goes without saying that each company offers different promotions and plans, and choosing the right one for you can save you a lot of money. Perhaps going to a large electronics store with many different companies represented would be the simplest way to shop around for the right plan for you. Please be aware that calling rates may be significantly high than in your home country. Be sure to pay attention to your plan when you sign up, and use your phone appropriately within those limits.

IP Phone

Recently growing in popularity, IP phones are an economical way to have a phone in your home. While you use a standard phone to make phone calls, the calls go over the internet as opposed to a traditional phone line. Usually these are available as part of a package with you internet provider, and there are many packages that include cable television, internet, and telephone service at a flat monthly fee that are very economical. Please keep in mind that some companies will give you a phone number starting with 050 instead of the normal 073 used in Wakayama.

In addition, there are software programs available for the computer that emulate similar functionality, and can have very good rates for calling overseas.

The Postal System

Most post offices are open from 9:00 AM to 5:00 PM. In addition to mail services, the post offices offer savings deposits and remittance services, as well as international money transfers, money exchange, and travelers check services through companies connected to the post office.

Many of these services are only offered by the Wakayama Central Post Office (4, 1-bancho - On Keyaki Odori Street directly east of the Castle). For more information, contact the Central Post Office at 073-422-0070.

Internet Access

In Japan, internet service is very affordable, especially in comparison with other forms of communication like the cellular phone. In Wakayama you have a choice between several providers, as well as different technologies including cable, DSL, and fiber-optics.

In addition to regular internet service, many providers offer packages that include IP (internet) phone service, which allows you to call overseas cheaply, and cable television, which provides many English language shows in addition to an expanded offering of Japanese television.

You can apply for internet service at almost any electronics store, or by contacting the service provider directly. Please allow a few weeks for installation.

Medical Care Information

In Wakayama there are a variety of medical institutions to help answer all your questions and keep you healthy. In Japan, there are many small specialized clinics scattered throughout the city, with less of an emphasis on large general medical facilities. Below you will find information on both privately run medical institutions and city medical facilities.

There are literally hundreds of specialized clinics scattered throughout Wakayama City, and while they provide a strong and comprehensive network of medical services, finding care can be confusing for newcomers and long-term residents alike.

Two of the best ways to find a doctor are by asking people that you know, or by consulting the Wakayama Medical Information System. This website allows you to search throughout the prefecture for a clinic that is close to you, with someone who speaks your language. While many doctors say that they can speak a certain language on their website, it does not guarantee any degree of fluency. If you are not confident in your Japanese language ability, please bring some help, or ask around for a doctor that you are sure can speak your native language well.

Municipal Public Health Centers

The Wakayama City Municipal Health Centers offer a variety of services including: health consultation, medical services, classes on health related topics (pregnancy, mothers and newborns, nutrition, etc.) For detailed information about the variety of services offered by each health center, please use the contact information below:

Free HIV and STD (Sexually Transmitted Disease) Tests

The Wakayama City Health Center offers free testing and consultation for HIV and other STDs including Syphilis, II. Chlamydia Trachomatis, and Herpes Simplex Virus. The tests are anonymous and results are available after one week. However, since this is an antibody test, it may show negative results if you have been infected with HIV within the past 3 months. Tests are offered every Thursday (9 - 11 AM) and Wednesday (6 - 8 PM) and usually take about 30 minutes. Wakayama City Nighttime and Holiday Emergency Medical Center

The Wakayama Nighttime and Holiday Emergency Medical Center is open to deal with emergencies that arise at nighttime or during holidays; these are times that regular hospitals are usually closed. The center is located at 2-15 Fukiage 5-Chome, Tel. (073) 425-8181. Hours are as follows:

Nighttime Services

  • Internal Medicine: 20:00 - Midnight (Emergency staff available until 6:00 AM)
  • Pediatric Medicine: 20:00 - Midnight (Emergency staff available until 6:00 AM on Saturdays, Sundays, and Holidays)
  • Ear, Nose, and Throat Medicine: 20:00 - Midnight (Emergency staff available until 6:00 AM around the new year holidays)

Birth and Child Rearing

If you believe that you are pregnant, you should confirm the pregnancy with a certified gynecologist. Once the pregnancy has been confirmed, you should consult with one of the municipal health centers about the procedures involved in giving birth and raising an infant in Japan. They can help you get in touch with someone in your neighborhood with whom you can seek advice about health issues. They may also be able to introduce you to other foreign parents who speak your language and can offer advice.

Pregnant couples should be sure to pick up a copy of the Mother and Child Health Handbook (Boshi Kenko Techo - 母子健康手帳) which contains information about pregnancy, childbirth and child rearing. This handbook will help you keep track of all the necessary procedures from the time of pregnancy until your child enters elementary school. Both your baby's and your vital information will be recorded in this book, and it should be brought to all of your check-ups with your doctor. You can pick up the Japanese copy, which is the official copy, of the handbook from city hall or one of the city liaison offices. Photocopied translations of the handbook in English, Korean, Chinese, Thai, Tagalog, Portuguese and other languages can be obtained from city hall of one of the municipal health centers.

Child Registration

After your child has been born, you will receive a birth certificate from the physician. Within 14 days of birth you must bring this document to the Foreign Residents Division at city hall to complete the birth registration. National Insurance Aid

Those enrolled in the National Health Insurance system may be eligible to receive a lump sum payment of \300,000 to help with medical costs associated with childbirth. For detailed information, contact the National Health Insurance Division of City Hall

Health Center Courses

  • Baby Food Course - Advice about weaning your child, and making appropriate Baby Food.
  • Pregnancy and Maternity Circle - Talk to mothers of small children about a variety of issues related to maternal health, birth, and child-raising.

Child Abuse Hotline

Checkups and Immunizations

After your child is born, it is important to make sure that they grow up healthy. Wakayama City offers periodic medical checkups for infants, as well as preventive immunizations. These services are offered at all municipal health centers, please contact the centers for specific times.

Immunizations for Children and Infants

Polio
-Offered at all Municipal Health Centers in May, June, October, November
-Administered 2 times (at least 6 weeks apart)
-Between 3 and 90 months (preferably before 18 months)

The following immunizations are offered at local medical facilities throughout the year. Consult your local physician, or ask one of the health centers to help you find a hospital which administers these tests. Please bring the "Immunizations and Child Health Handbook" (yobo sesshu to kodomo no kenko - 予防接種と子供の健康) when going to receive your vaccinations; there are forms included in the booklet for free vaccinations.

Triple Antigen (DPT) - 1st Stage Diphtheria, Pertussis, Tetanus
-Administered 3 times (at least 3-8 weeks apart)
-Between 3 and 90 months (preferably before 12 months)
-An additional shot must be administered about a year after the initial 3 vaccinations to ensure complete immunization (preferably before 90 months)
Japanese Encephalitis - 1st Stage
-Administered 2 times at least 1-4 weeks apart, between 6 and 90 months, but preferably before 36 months.
-An additional shot must be administered about a year after the initial 2 vaccinations to ensure complete immunization (up to 90 months, but preferably before 48 months)
Measles
-Administered 1 time Between 12 and 90 months (preferably before 24 months)
Rubella (German Measles)
-Administered 1 time between 12 and 90 months (preferably before 36 months)
-It is standard to receive this after the Measles shot
Double Antigen (DT) - 2nd Stage Diphtheria, Tetanus
-Administered 1 time between the ages of 11 and 13, preferably while in the 6th grade.
Japanese Encephalitis - 2nd Stage
-Administered 1 time between 11 and 13 years, preferably while in the 6th grade.
Japanese Encephalitis - 3rd Stage
-Administered 1 time between 14 and 16 years, preferably while in Jr. High 3rd grade.

Child Education

The school year in Japan is from April 2 until April 1 of the following year. Children born between these dates will be in the same school class.

Mandatory schooling begins from age seven. Parents of 6-year-old children will receive a notice by mail from the board of education in about October informing them of the appointed elementary school and notice of health examination. If you are not a registered resident of Wakayama City, you will not receive this notice.

Parents of children who have foreign passports will need to submit a proof of alien Registration Form to the School Education Division before they can register for school. For details on how to get this form, please consult the procedures section of this page.

Families who have difficulties paying school fees (including materials, school lunches, school trips, medical expenses, etc.) should consult with the School Education Division, as assistance may be available.

Reduction of School Fees for Public and Private Kindergartens

Citizens whose taxable income falls under a certain bracket may be eligible to receive financial assistance for kindergarten (youchien) fees. For information and forms, contact your local kindergarten or the School Education Division.

Wakayama Child Support Center

The Wakayama Child Support Center provides various services for families with children. They also offer counseling for issues related to child raising, so please contact the center if you have any questions. The center offers the following services:

Education Counseling:
Consultation for adolescents or parents of adolescents dealing with educational distress related to puberty, disillusionment, or other anxieties.
Lessons for children not attending school:
Youth are encouraged to enjoy learning with their friends.
Guidance for children who need individual attention:
Specialists help children who have difficulties learning in a group environment.
Japanese Language Teaching:
Classes aimed towards foreign children and children who have returned from living abroad.
